Beat cops police the rhythm. They are known to have little patience for the public so be careful if you cross one. They have even been known to fight each other which says a lot about their characters but at the end of the day they still provide a service to the citizens of ROCKtropia.
If you are looking for them for the Cavendish Safe Heist, they sometimes spawn with the L27 Steampunks across the street to the South. If you do not have one (or it is killed by the turret), abandon the quest and go back to the safe to pick it up again([Rocktropia, 134345, 83443, 158, CavendishSafe).
